feasibility study for the construction of the Western High-Speed Diameter

WHSD JSC together with a group of design companies led by Institute
Stroyproekt JSC started their work on the development of the design for the
construction of the Western High-Speed Diameter highway

The construction of the Southern section of the WHSD from the junction with the
Ring Road to the crossing with Krasnoputilovskaya Street and the joining section
of areas No. 3 and No. 4 of the Sea port of St. Petersburg in the alignment
of Avtomobilnaya Street
2006
St Petersburg Government passed the Law № 627-100 on St. Petersburg taking
part in PPP-based projects.
2008

The launch of traffic on the Southern section of the WHSD from KAD to
Krasnoputilovskaya Street, including joining of areas No. 3 and No. 4 of the Sea
port of St. Petersburg

The launch of traffic on the Southern section of the WHSD on the stretch from
Krasnoputilovskaya Street to Blagodatnaya Street

Commencement of the construction of the Northern section of the WHSD
passing from the right bank of the River Bolshaya Nevka to the intersection with
the E-18 Scandinavia highway
2011
14 May
Launching of toll operation on the launched section of the WHSD from the Ring
Road to Blagodatnaya Street
9 August
The results of bids’ consideration were presented, and the open tender results
were summed up in a meeting of Tender Committee chaired by the Governor
of St. Petersburg Valentina Matvienko. By the decision of Tender Committee,
Northern Capital Highway LLC was unanimously recognized as the winner of the
open tender for the WHSD as the partner

2012
10 October
The entire stretch of the Southern section of the WHSD to the embankment of
the River Ekateringofka was opened for traffic with the participation of the
Chairman of the Government of the Russian Federation Dmitry Medvedev
and the Minister of Transport of the Russian Federation Maksim Sokolov
20 December
A 30-year PPP Agreement was signed between Northern capital highway LLC,
Western High-Speed Diameter JSC and St. Petersburg.
2013

The Northern section of the WHSD was opened for traffic in the presence of the
President of the Russian Federation Vladimir Putin
1 December
In accordance with the terms and conditions of the PPP Agreement, the
Southern section of the WHSD was handed over to Northern Capital Highway
LLC for operation

Commencement of the construction of the Central section of the WHSD from
traffic interchange with the River Ekateringofka to the right bank of the River
Bolshaya Nevka in accordance with the terms and conditions of the PPP
Agreement
2014
15 May
Launching of toll operation on the Northern section of the WHSD from the
traffic interchange with Primorsky Avenue to the intersection with the E-18
Scandinavia highway

In accordance with the terms and conditions of the PPP Agreement, the Northern
section of the WHSD was handed over to Northern Capital Highway LLC for
operation

2 December
An official opening ceremony of the Central section of the WHSD and the launch
of traffic along the entire length of the highway took place in St. Petersburg in the
presence of the President of the Russian Federation Vladimir Putin

The Central Section of the WHSD was opened for traffic.

Works on the closure of the Western High-Speed Diameter contour completed
